When I attempt to attach a photo to a message in Google Chat, I hit the + button to the left of the message. What appears next is a pop-up box indicating that states ... Attach Drive Files. What does that indicate and how can I fix it to send these photos?

That would be files from you google drive, you can confirm that with google support as well.
