iPhone 11 pro max dual sim
I looked at the specs of my phone and can see that it has 2 IMEI numbers signifying that it is dual sim capable but tray only has one slot. Why?

IMEI1 is the single nanoSIM slot.
IMEI2 is the eSIM “virtual” slot, which can hold “at least” 8 eSIMs.
On an “11” only a single eSIM can be active at one time.

This is because your iPhone 11 Pro Max is designed for Dual SIM with one Physical SIM (Tray) and one eSIM.
