Try a Different USB Keyboard other than the " Dell KB216 Wired Keyboard "
Any USB Keyboard
If the Other and newly introduced USB Keyboard does not exhibit this Lagging, well that may indicated the Dell Keyboard needs replacement
Try with Wacom fully uninstalled? Could be the cause.
Try unplugging the Apple watch magnetic charger from the Mac mini and plug it into a wall charger.
