Incoming Silenced voice call

My IPhone 13 is always in Silenced voice call. When someone calls me either over the network or via wi-fi, I don't get a call, but only a message that I have a missed call. This applies not only to unknown calls but also to calls from my phone book.

TURNED OFF "SILENCE UNKNOWN CALLERS" AND STILL NOT GETTING CALLS I usually have "silence unknown callers" toggled on. I have toggled off and am not getting any outside calls. It's as if the toggle is still on. iPhone 11R
