Block Notifications from Websites

I've been trying (and failing) to block requests from websites to allow them to send notifications. Currently, in Safari's Settings (Websites>Notifications) the window for Configured Websites is blank (It says No Configured Websites) and the block for 'Allow websites to ask … is unchecked. But still when I visit many, many websites a dropdown appears asking for permission to send me notifications. I'm using Safari 17.3.1 on macOS 13.6.4.

Am I doing something wrong, am I understanding the situation incorrectly, is this capability broken, etc?

You're not doing anything wrong. A website could conceivably ask to send Notifications, but if that checkbox is de-selected then you should not encounter the subsequent confirmation dialog.

Refer to Stop unwanted Notifications - Apple Community. In the example illustrated, the first dialog might resemble this one, which can obviously say anything in any desperate effort to get you to succumb:

You should not encounter the second one, which arises from Safari itself:

If you are still getting that second dialog asking for confirmation (Don't Allow / Allow) despite having de-selected that Allow websites to ask… checkbox then I have no explanation. It is possible clever website designers have figured a way around Safari's settings, but this is wild speculation on my part.

Try selecting and subsequently re-selecting that checkbox (i.e. "turn it off and on again") to re-write your Safari settings.
