Click this link then the blue words link to seek help from Apple to Reactivate your account. You have to do this yourself and resolve whatever issue you have with Apple directly --> If a message says 'Your account has been disabled in the App Store and iTunes' - Apple Support

What phone? What iOS version? What error message do you get?
