I’ve tried everything and I can’t get rid of this app. When I tap and hold on it it wiggles and the minus sign is displayed in the top left corner but it won’t allow me to select the minus sign to delete it.

Also, can you see this icon in Settings > General > iPhone Storage? If so, tap it and tap the Delete App button. This may or may not work.
Thanks. Another long shot: go to Settings > General > Transfer or Reset iPhone > Reset and choose Reset Home Screen Layout. Note that all your icons on your Home Screen will be reset.
Another question: are you a developer and do you use your iPhone to test Xcode projects?
Have you tried restarting your phone? That's an app that didn't properly download.

I restarted my iPhone numerous times. The app doesn’t show up in iPhone storage so I can’t delete it from there.
This worked. It got rid of the icon. It took me a little while to rearrange my apps but it was worth it. Thank you.
