iPhone 13 Pro Max screen rotation is not working

Are you saying screen rotation doesn't rotate in any app? Not all apps rotate, for example. Open the Messages app and see if rotation is an option for you as that is an app which definitely can rotate.

If no apps rotate, from the top of your iPhone screen right hand corner, swipe down to open Control Center. Look for the icon with a lock in it. Is it highlighted and the lock red? If it is, tap it to turn rotation lock.
