As a result of a class action, Apple agreed to settle out of court with people who experienced the slowing of their iphone7. How to do this?

It's been distributed (January of this year) and to have been included owners would have had to be signed up for the payouts LOOOONG ago. In fact in order to be eligible, customers had to file a claim prior to the October 6, 2020 deadline.
If you didn't file LONG ago, you don't get anything. The deadline to add your name to the payout has long since passed.

I think the Author isn't referring to "Loop Disease" but is referring to the settlement recently paid out when Apple intentionally throttled iPhones to avoid them shutting themselves down.
The battery throttling slowness issue was for the iPhone 6 not iPhone 7 and the deadline to file ended in October of 2020.

Interestingly, the settlement I referenced had to do with iPhone 7 audio issues.
That is not even related to the original poster’s suggestion of a settlement due to slowing. I believe Apple never funded anything related to this.
