Can Home save camera snapshots?

For a personal weather station webpage I'd like to add an outdoor camera and take periodic (say, every 10 minutes) pictures of the sky. Can Home do this? My weather station program (WeatherCat) can look for a picture file (jpg, etc.) so the image file needs to be replaced and not just added. I'd like to know if Home can do this before I invest in a compatible camera.
