Can't add SUICA card - "Payment Not Completed" error

I am traveling to Japan in one week and want to add the SUICA card to my walled prior to getting there. I can find the SUICA card, and I can press "Add to Wallet". It then asks for a minimum of 1,000 Yen, and when I go to process payment, I get an error "Payment Not Completed". I have tried with my Apple Card, a Visa, a Master Card, and an AMEX card.
