I’ve been waiting for an hour for it to update, with it saying that it has one second left, but then all of a sudden it just says there’s not enough space on my iPad. So I re-signed into my Apple ID, and that cleared up about nine gigs. Then I go back to the update, and it says this (see attached photo).

That is correct. This iPadOS version is now obsolete and Apple no longer signs it, so it can never install.
You must start over and install the current version, iPadOS 17.4.
