This device cannot be transferred, device link

Hello,

I have family sharing with my daughter, with me as the primary. We are supposed to both have access to Apple TV. When she tried to log into Apple TV on her iPhone, it said she needed a subscription. I have verified in my settings and hers that she should be able to access it with family sharing. It works fine on other devices logged in as myself. I then decided to try logging into Apple TV on her iPhone, with my credentials. That worked but we discovered later that it also changed who was logged into Apple Music, etc. So she then logged back in as herself. Now we have this error and although she has access to her music, she cannot download it.

This device cannot be transferred. This device must be linked to your apple id to play content saved offline. this device is already linked and cannot be transferred for 90 days.

We have logged her in and out. We have removed her device from her list of trusted devices and then logged back in. We have checked my list of trusted devices and her phone does appear on my list. Any suggestions on how we can fix this?
