photos loosing resolution when attaching to mail or pictures

I am trying to attach a 1.8mb photo to an email or pictures and the resolution goes down to 524kb no matter what I do. I have put actual size on the drop down menu in the email. I have also gone into the photos editing app and exported to mail as maxium resolution to the same effect. I have rung apple support and they do not know about this issue. Can anyone help.

'Actual Size' refers to the dimensions of the images - length by breadth.


For more choices when you export, use the File -> Export command in Photos. In the resulting dialogue the Jpeg Quality option manages the amount of compression applied, and hence the size of the file, not the photograph.
