uploading a photo on MacBook Pro

I am filling out a form sent to me by email. There is a space on the form to upload a photo. I took this photo with my iPhone several days ago and it can be seen in the iPhotos on my Mac. When I click the photo and press "upload", the process starts and then I get a message that the file is too large. Any thoughts?

I would "File>Export>Export 1 Photo" the picture to the Finder, maybe a folder on the Desktop, and then use that in your form. You can control the size of the file in the export dialog:

Here I've set it to export a 1024 pixel width image, but you can change that when you get exact requirements as Yer_Man suggested. If you don't choose "Custom" size, you can choose small, medium, large, etc, and try them to see which gets accepted.
