"message blocking is active" how is this deactivated?

I have tried all youtube remedies and spent a half hour with a t-mobile rep and could not deactivate "message blocking is active" latest update is installed. what's up?

Apple Inc does not provide SMS services. You do not have an SMS plan enabled by your carrier for the SIM that you are using. Probably you only have a Data plan on the SIM.


See the pic below. I only have a Data plan with Google Fi.




You may take a look at this --> If you can't send or receive messages on your iPhone, iPad, or iPod touch
