unable to change the country

I am unable to change the App Store country as I have a little balance in my Apple wallet. I can’t purchase or use that balance or make it to zero. Please advise.

Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
