i have sync my iphone to my mac, sync photos to my icloud, photos and videos counting are match between photos app and icloud.com, but why there is still data in my iphone storage for photos? Is it the app load? Iphone 14 pro, ios 17.4

If you use Optimise iphone Storage you will have about 1/10th of the storage on iphone.
If you use Download and keep originals you will have the same storage on iphone as iCloud.
If you use Optimise iphone Storage but still have the same storage on iphone as iCloud then turn off Sync this iPhone, wait for the photos storage on phone to disappear then turn it on again
