In recent months my phone has not received all my phone calls, eg call back from taxi firms, calls from car repairs and others. Sometimes it seems to work and other times not. I am on iphone 13 using 17.3.1.

A good place to start would be to update to the most current iOS (17.4) and then manually refresh your carrier settings.

Also DO perform a complete Power-off & Restart cycle after completing the above steps.
Simply clicking on your carrier’s name is sufficient.
If there were a carrier update, a carrier-popup would prompt you to install an update if one was available.

I cannot find carrier settings on the iphone
So having updated to the current IOS and then turning the phone off and back on again, this morning none of my apps are working! Any suggestions why that is and what to do next please?

Suggest you embark with a formal Official Apple Support ticket.
