At one time Notes would allow a photo to be taken as a PDF file but that feature is no longer available. How can I save a photo as a pdf on iPhone?

The various options that you are referring ("the second text menue") to will exist only if your Notes are on iCloud or the "On My Phone" Folder.
The 2 pics below are self-explanatory.
They are more professional when I want to send a written document and do not have a scanner. They always looked surprisingly like scanned documents when using that feature in a previous version of the Notes app.
I can only offer why I need use this -- Our company requires receipts be submitted in pdf format (their system doesn't accept jpg) -- so while on travel, I can take a snapshot of a receipt, convert it to pdf, and email it into the system. Then when I'm back, I can create my expense report and attach the receipts (in pdf) I've uploaded during the trip.
(This beats what I see my peers doing of taping their receipts to sheets of paper and making scans, then converting those scans to pdf.)
I'm not really interested in Notes, per se. Simply: how to either save a photo as a PDF, convert a photo to PDF, or take a photo as a PDF.
Just out of curiosity, why do you want to save a photo as a PDF? PDFs are better suited for documents and not a standard for photos.
