Adding images to PDFs on iOS
Does IOS have a function similar to this where you can add an image to a PDF?

No. Neither does macOS. Apple does not include a PDF Editor allowing the ability to add images to a PDF with any Apple operating system because this would modify the original PDF content. There are several (paid) PDF Editors available for macOS; fewer still for iOS, and Adobe's is a subscription plan to extend Acrobat Reader.
