Unable to set up iPhone 15 Plus with eSIM, ‘Your SIM is not supported'

I'm setting up my new iPhone 15. I currently have an 11. I keep getting Your SIM is not supported this phone number can't be transferred because your account is ineligible. I don't get it.

Your iPhone 15 is locked to a specific carrier, and it is not the carrier that your current account is with. Where did you get the iPhone 15? Apple is the only seller of unlocked iPhones in the US; iPhones purchased from any other source will be locked to a carrier.
