can't update iPhone, iTunes says I have the latest update, iPhone says I don't

This is an old issue

doing a back up of my iPhone 15, notification tells me there is an update available for my iPhone

iTunes tells me I can't update my phone because I don't have the latest version of iTunes

tried to update iTunes, says I have the latest version

running win10

I can do the update with WiFi, but, seems I can't update iTunes? currently 12.13.1
