Help with target disk mode!

I have a 2017 Macbook Pro that isn't turning on but I am able to boot into recovery mode and target disk mode. I have a 2023 M3 Macbook Pro that I am trying to transfer the files onto using target disk mode. I'm using a Thunderbolt 4 cable, however, when booting the 2017 Macbook into target disk mode the screen only shows a USB icon. There is no thunderbolt icon at all. I've tried connecting the computers via thunderbolt 4 while the 2017 Macbook is in target disk mode but it does not show up on the M3 Macbook anywhere. I'm not sure what I'm doing wrong, would love some advice! Thank you!
