how can i delete an app from my icloud

I used the App Store to download PBS app and then deleted the app because I had problems using it.

When I tried to get a new version to start over, it was the same app, but based on the info, it was downloaded from iCloud - the giveaway was the cloud with the down pointer.

I wanted a fresh copy, not the one I deleted from my iPhone, just copied from the cloud. How do I delete the app from my iCloud.

I have tried any number of different ways, without success.

HELP!

Apps are never stored in iCloud. When you delete an app and download it again, it downloads from the App Store. The cloud icon with a down arrow only indicates that you have downloaded it before, not that it is downloading from iCloud.
