I entered the amount I wanted to spend; however it never asked for my account number. Needless to say the transaction didn’t go through.
using my iPad, I tried to use Apple Pay as a payment option on NCEL website. I entered the amount I wanted to deposit, there was no where to enter account information. Do I need an Apple Cash account?

Apple is not a bank and does not approve or decline transactions.
Banks that issue credit cards and debit cards do not support gambling. Credit cards in particular will not fund gambling with the banks money. You may get by with gambling with a debit card, but many banks do not permit it.
Sorry, I’m stupid. Let’s pretend I know nothing. Please explain in complete sentences what’s going on. What’s NCEL, why are you depositing funds? Is NCEL your bank, if not why would you deposit funds with a website?

NCEL is North Carolina Education Lottery. I can purchase Powerball, Mega and other games on this platform.
