Cannot verify card in Apple Pay via SMS

I cannot verify my card in Apple Pay via SMS. Phone numbers displayed cannot dial overseas. How do I either change the numbers or verify the card using email?

Apple is not a bank. Apple does not verify your card. Only your bank can verify the card and provision the card for the Wallet app. The information in the verification request is from the bank that issued the card or a third party verifier such as the Payment Network (Visa, Mastercard etc.). Please contact your bank to discuss the verification process they choose.
