Are you just trying to reinstall macOS over top of itself, or are you trying to perform a clean install by first erasing the SSD?

Why are you trying to reset the laptop? Is it because of not being able to use WiFi? If so, then you need to determine if this is a hardware or software issue.
Launch the Apple System Profiler by holding the Option key as you click on the Apple menu & select the first item. You need to click on WiFi in the Network section to check if the WiFi hardware is detected. If the WiFi hardware is not seen, then you have a hardware issue of some sort with the laptop (either the WiFi card is bad, or the Logic Board is bad).
If the WiFi hardware is seen, then try booting into Safe Mode to see if you can enable WiFi. If you can enable WiFi while booted into Safe Mode, then it means you have an issue with some third party software you have installed.
You can also try booting the Apple Diagnostics to see if it will allow you to connect to your WiFi network since this will be occurring completely outside of macOS.
