Unable to receive my Two-Factor Authentication code

I use my other Apple ID to write this issue.

It is working fine until today when I want to sign in and they ask for Authentication code. Keep in mind, that Apple ID that I want to sign in is for my works and I don't have any device associate with that Apple ID, therefore I use my phone number for the authentication code. I tried restarting my iPhone, restarting the internet and still no luck. For more information, I also use this number as my trusted number on my main account (the account that I write this issue with). It frustrate me because I need to release my app next week and I can't even access my testflight. So, any help will be appreciated.

Since your phone is a different AppleID from the AppleID you’re trying to access, you will not automatically receive a verification code. (ONLY Trusted Devices of an AppleID “automatically” display Verification Code.)

You’ll need to click “Didn’t Receive Code” and then select THE trusted number where you wish to receive the code.

Finally, after waiting for almost a day, I receive my 2FA code! I don't know how or why, because 2 hours ago I checked and the problem still persist.

In my opinion, Apple should be better at informing why my phone number cannot be used, maybe because of maintenance or error on Apple's side or maybe because of my carrier (which I think is impossible for them to know) or etc. That is the basic thing that they teach us in Apple Developer Academy program and they can not implement it on their site. How ironic.
