iphone 14 pro going to update completed when not connected to wifi.

So the last few days when I leave my house and go driving my phone will disconnect from wifi and cellular data and go back to the "hello" screen you get when you buy a new iPhone or do an update. I open the phone and it asks me to connect to wifi to finish the update. I updated to the newest update last night and let it restart to ensure it was fully updated. But again, when I was driving to work again this morning it goes back to the "hello" screen. I cannot get into the phone to make a phone call, use maps, or anything until I connect to wifi again when I get to my destination. I do get text messages on my iwatch that don't register to my phone. Calling, texting, etc works fine with wifi connected, which i obviously don't have when I'm driving across town.
