I tried recovery and it didn’t work
I tried putting phone into recovery and it went through the process but process was unsuccessful. This phone wasn’t previously mine so I don’t know what I can do to restart it

If the phone is Activation Locked, the only way to unlock it is by the previous owner.
Activation lock is a security protocol that can't be bypassed. Only the person it is locked to can unlock it.
If you bought this from someone and it came locked, try to get your money back, you will never be able to use the phone.
