If you have an Apple ID, you have an iCloud account. The type of email address you use for your log-in information has nothing to do with that. I have never used a @mac or @icloud email address for my Apple ID; I've always used a Gmail address. But I still have an iCloud account (and, in fact, an @icloud email). I have iCloud storage. I don't happen to share it with anyone, but I could.

There is no requirement for the Organizer to have an Apple-hosted email for his/her AppleID.

There is a “line of thought” that it’s actually “better” for your AppleID to NOT be Apple-hosted as any potential snafus w/ your AppleID will not impact your ability to communicate.

Another “line of thought” is that the AppleID e-mail address should not used for ANY other purpose. (i.e. ONLY comms to/from Apple)

(This being a way of further reducing one’s phishing “attack surface.”)

What MATTERS is the AppleID.

The e-mail is simply used as a common, human-readable identifier for the AppleID.

That’s why you can easily change the “identifier” used for your AppleID to another e-mail address…

… the info and relationships contained IN the AppleID remains constant.

People can legally change their names too … but it’s still the same person.
