I accidentally deleted my startup disk, and it seems I don't have an internal volume to restore the disk. I have attempted almost every "solution" besides using a flashdrive to reinstall a startup drive. My 2013 13” MacBook Air only has “disk 1” with “OS X Base System” and along with Apple SSD with “disk 2” grayed out.

Either the internal SSD has failed, or you have a third party SSD installed internally. A third party internal SSD requires you boot macOS 10.13+ in order to see the third party internal SSD. Try booting into Internet Recovery Mode using Command + Option + R to see if you can access the online macOS Big Sur installer. Unfortunately some Macs may only boot to the older online installer for the OS which originally shipped with the Mac from the factory regardless of the keys used for booting.
In order to create a bootable macOS USB installer, you will need access to another Mac that is compatible with macOS 10.11, 10.13, 10.15, or 11.x.
