That's nonsense.
Why would Apple have an "underground deal" with ICICI, but not bother making similar "deals" with U.S. banks which account for huge numbers of customers? Why do those U.S. banks have apps that can run on iOS 15 or later (and in many cases, on iOS 14 or later), if there is such a huge conspiracy?
Your accusations do not pass the smell test.
The obvious explanation is also the most plausible one: that ICICI, and ICICI alone, decided to impose an iOS 17 requirement on you. Also, that instead of taking it out on ICICI, you and others in this thread are looking to take your beef with ICICI out on Apple. Which isn't going to help you one bit, because it is ICICI who controls system requirements for their apps, whether you're talking about the iPhone versions or the Android versions.
