Batch convert TIFFs to JPEGs using Preview issue

I am trying to convert 230 TIFFs to JPEGs in a single batch. The TIFFs are all 4-5 MB in size. I want the JPEGs to be 1 MB or less in size. I have followed the instructions on how to do this, but when Preview converts them the JPEGs are the same size as the TIFFs (the same thing happens when I try and batch convert the TIFFs to HEICs or JPEG-2000). This happens even though I see the below before doing the conversion. I am using Ventura 13.6.4 on an iMac with the below specs. Can anyone tell me what the issue is? Thanks.

Import the TIFFs into the Photos app (create a new temporary Photos library if you want to). Then, in Photos, select all the images and export them to JPEG. You can specify quality & size. Instructions here -> Export photos, videos, slideshows, and memories in Photos on Mac - Apple Support

However, I'd run a test on several duplicate files to make sure the conversion has the right compression you need for the jpegs and not too much or too little.


Another method to do that is to import the tiff files into a new, empty library and export as JPEGS with the JPEG compression that you select, Max, High, Med or Lo that is suitable for the intended use.
