It's worth checking the Recently Deleted folder – but if photos or videos are there, then, by definition, they're not permanently deleted.

You cannot recover something that no longer exists.

Unfortunately, that second method says you will see a list of backups to choose from and you can select a date before your video was deleted and that is not true. You will see one backup and each new backup overwrites the previous one.

The obvious place to look is the "Recently Deleted" album in your Photos app on your phone. If they have been deleted from there, it is much more difficult.

You might try to find an old backup. See this:

If you deleted it from the Recently Deleted folder, then you would have seen the message that continuing will result in the video being permanently deleted. If you did not delete them from the Recently Deleted folder, then you can find the video there and recover it as long as it has not been longer than 30 days.
