I'm trying to add a new payment method but looks like my account is disabled, please help. How can I talk to the support it looks a nightmare.

When "your account has been disabled in the App Store and iTunes," there is an issue with the payment method.
In this case, I recommend contacting Apple Support for help from an Apple advisor.

If you see a message that says 'Your account has been disabled in the App Store and iTunes'
Contact through link or by going to lower left and click on Support or….
