macOS Sierra v10.12.6 not opening url links
Ex: go to webpage, sign in with username and pw to access account. Just get blue circle of death rather than opening the page. How do I correct my settings to allow access please?

You will need to use a third party web browser, but most web browsers no longer support Sierra since it is so old. Most browsers now only support the three most recent versions of macOS which at this time is Sonoma, Ventura, and Monterey. Later this year this will change and Monterey support will be dropped by most browsers.
There may be some third party browsers which have been backported to work with older versions of macOS. Also, you may still be able to find download links of some older third party browser versions which are compatible with Sierra which may still be able to access some online resources.

FYI, a Mac able to run 10.12 Sierra should also be able to run at least macOS 10.13 High Sierra. Depending on the exact model of your Mac, you may even be able to upgrade to an even more recent version of macOS. You can get the exact model of your Mac by clicking the Apple menu and selecting "About This Mac". Use that exact model along with the following article to determine whether your Mac can run an even more recent version of macOS:

Make sure to have a good backup before attempting to upgrade macOS just in case something goes wrong during the upgrade. I would also recommend creating a bootable macOS USB installer as well so you have more options available if something does go wrong.

Firefox 115 ESR will run on Sierra, but even it won’t get any security updates after this September.
