When going to a site as usual. I can log in , but When I get to the part to input personal information the screen goes back and won’t let me go any further. I just moved to a different state and wondered if location had anything to do with it. I cleared the cashe also.

The reason you can't enter stuff there is likely related to encryption.
My probing so far ages been mostly related to Time, which must be correct within five minutes of Internet time or you might be trying to side-step encryption, and that gets shut down. A VPN can place your 'point of presence' in a different time zone, which can also cause problems.
can you get on the Forums or access other secure sites on the same computer?
You may need to surf back to the troubled section, and click on the lock, typically at the left end of the SearchBar, and see what certificates are in use. Here is the one the forums are using:

update not just your address, you need to have corrected your
system preferences > Date&Time > Time Zone

are you using a VPN service? they can screw up all sorts of things.
