Why does functionality not work if I block mask.icloud.com?

I do not use iCloud Private Relay on any of my devices. I use a DNS based ad blocker which blocks "mask.icloud.com" and "mask-h2.icloud.com". As I'm not using Private Relay this should cause no degredation of service on my iPhone, yet it does.

When these DNS names are blocked no embedded images in emails will load in the Mail app.

Why is there regular functionality in iOS that is blocked when I disable a service that is disabled???

iPhone 12 Pro on iOS 17.4.1.

It's generally not a good idea to block Apple traffic as the sites may be used for more than one thinks. the mask.icloud.com may indeed support private relay but it may also support other email features.

I'd already read that before posting. Maybe I should re-phrase my post: Why is Apple using Private Relay for embedded Mail images when I have it disabled?
