If I buy an iPhone 15 pro at an Apple store, can they move my data and pictures to the new phone for me?
I have an 11 pro. I'm just asking out of curiosity. It would be so easy and convenient if they provided this service.

Yes the Apple store personal will assist you in setting up you new phone.
I did this a few months ago. You just have to ask for assistance in setting up your phone when you pick it up.
When I purchased my phone I have the phone delivered to the Apple store for pick up.
