Access to Apple device (Mac, iPhone, iPad) after access via legacy access ID

Once Apple has approved the Legacy Contact can the actual devices be opened OR is access limited to what has been saved on iCloud. Can the Legacy Contact use the actual devices without the passcode.

Does the Legacy Contact clearance by Apple override the passcode so that there is access to the devices (Mac, iPhone, iPad) directly?
