I want to download Apple User Guides or Manuals so I can read them as i apply the instructions. I used to do this and load them into the Books Application. Thart enabled access on all my Apple devices,

Search for Apple User Guide within the Books App. Here you will find all of the downloadable Guides that have been made available by Apple.
You should note that the iOS/iPadOS 17.x User Guides are not available as a download - but are only available as online web-pages.
You are not alone in mourning the loss of accessible User Guides for use when offline.
Apple does invite submission of feedback, comment and requests via its Product Feedback portal. If you would like to appeal to Apple to reverse their decision to not publish User Guides for iOS/iPadOS 17, this would be the most appropriate channel through which to make your views known to Apple.
