iTunes library won't sync
My iTunes is on PC. Did the steps sign out close sign in check sync settings. Still says library not recognized and not sync my music

Ok, so for music you no longer use iTunes. You'll need the Apple Music and Apple Device app in the Microsoft store. Once you have both, open Apple Music, it should show all your playlists from iTunes. Open Apple Device as well and then connect your phone to your PC.
If you have problems in the future like songs on playing. It's a reoccurring issue that Apple hasn't recognized. Just sync all the playlists off your device and then re-sync them back on.

That's a problem I've had for years. Unfortunately you'll have to go through them all and edit the tags.
sooo.... what about the music I have stored on my hard drive? also I did get them to sync but now there is a ridiculous amount of duplicates and albums split into up to 5 albums some containing 1 track.
I know your frustrations and you have all my sympathy for this issue. Sadly there is no other option but to patiently go through them all and tag them properly, otherwise deleting them will be the next course of action. We don't want that option.
