How can I add a card to my Apple ID account?
I want to add my card so I can pay for my iCloud my Apple Music

Your car has nothing to do with paying for Apple Services. iCloud is no cost, unless you need to purchase more iCloud Storage. And Apple Music is a subscription based service you buy directly on your iPhone.
Perhaps you'd like to provide more details since you somehow think your car has something to do with this.
