Discord notifications are not working

My discord app has not allowed notifications, I have: logged out all devices, deleted and reinstalled the app, turned off all notifications and turned them all back ON, reset my device multiple times, cleared the cache. Airplane/do not disturb are NOT on. I dont know why but discord is no longer in my background app refresh tab and obviously i cannot fix that myself. I have tried every suggestion you could think of and nothing has fixed this problem... somebody please help!
