iPhone Storage Overloaded by Photo Storage When There’s Not Actually That Much

Attempted Solutions:
- Delete all Photos and Videos
- Restart
- Factory Reset and Restore from backup with photos
- Factory Reset and Restore from backup without photos
- Turn Shared Albums off
- Restart with shared albums off then turn them back on.
- Sync iPhone to computer with iTunes to remove “corrupted data”
- all possible sync and backup / restore options with PC
- Full Factory Reset no backup (this works the longest obviously since it’s starting from scratch)
Details: iPhone storage is maxed out and the majority is reported as Photo storage. But this is incorrect. I have gone through the above attempted solutions with apple support at multiple times, multiple levels, submitting multiple tickets to dev to “fix”, but I’m still stuck with a maxed out phone.
I went as far as buying a PC at their recommendation to sync with iTunes to remove corrupted data, as that was the ONLY way to fix this at the time. This didn’t do anything more than backing up to iCloud and restoring my phone then using that backup.
Im stuck, I upload all my photos and videos every night to shared albums and delete them from my phone so at any point I’m holding less than 10 min of video and less than 20-30 photos. But all this still leaves me with a full phone.
Im assuming it’s a caching issue, but there’s no way I’m told that I can clear the cache. My only working solution is to restore my phone, and use a backup for apps. But this is a terribly long process, and my authenticator for work has to be set up all over again and that requires my IT teams help, it’s just not sustainable. I did this last night and by the end of the day today I can’t take a picture because of this issue.
