iCloud Drive is a total scam! Deleting files doesn't show up as free space on iCloud

I bought a new iPhone and tried to get a backup from my old iPhone. The old iPhone says iCloud storage is full. So I go to my Mac and go into my iCloud drive and I remove files, we're talking about 60Gb of files. But this has ZERO impact on my quota. It's bad enough that Apple makes it insanely difficult to move files out of storage, but it's actually a scam. I am deleting ALL contents on my iCloud drive now and will cancel my iCloud storage because I spent 1.5 hours chatting with a complete idiot who couldn't fix the issue. I can't believe I just spent $1k on a new iPhone. Android looks really good right now.

If you delete items, you’ll need to delete agin from recently deleted or empty the trash on your connected Mac to free the space. Or, move the files from iCloud Drive to a location that does not sync on your Mac — if you have desktop and documents enabled you’ll need a location outside of those two folders, perhaps the downloads folder or your home directory. Not sure why you find it difficult to move files, just drag and drop.
