Already have another verified account Apple Cash

I’m trying to set up Apple Cash Family so I can set my daughter up an account. I need her to not be able to make purchases without my approval. She has been making in app purchases a lot and I want to monitor it. The problem is I keep getting a message saying I already have a family account set up. I need to verify my identity and I’m not sure how to do that?

Why is my Apple Cash purchase being declined? I’ve been dealing with this for a week now. Turning Apple Cash on and off doesn’t work either. The only thing I can do right now is send or receive cash through messages.
