How to change the small bar at the bottom back to a keyboard

When you tap in a text field the keyboard appears. When you are not in a text field it disappears so the app has full use of the screen. The “bar” at the bottom is the swipe up indicator to go back to the Home screen; you can also swipe the bar left or right to quickly change to a recently used app.
